The lisence plate lights on my 1999 Olds Aurora have no power. I have checked the fuse blocks under the dash and under the back seat: No issues. The plug which supplies power has a green wire and a black wire, both are at ground. Which should have power and where does the power wire terminate? (Which fuse terminal)

all of the fuse boxes are located under the bottom half of the back seat.you just put your hand down where the seatbelts buckle and pull it towards the front off the car. once you get there the fuses are labeled. good luck
Look for a hole or opening in the fire wall from under the hood.
Wire harnesses, AC lines and heater hoses usually have a grommet that closes off the air leak where they come into the passenger compartment. One may have rotted or simply pulled out. If pulled out, work it back in.
If you can get under the dash with the seat pushed all the way back, you can put a drop light under the hood, get under the dash and look for the light coming in. If you see anything.....PLUG IT!! :-)
is the electric clutch engaging? if so your compressor is shot. if not, check the fuse panels (under dash and under hood). It could also be a relay located in the fuse block under the hood. Hope this helps.
Check on the side of the seat for a manual lever. For some reason the car companies still include a manual adjustment in addition to the electric one. If any direction works with the motor then the fuse is good.
The fuse that you are Looking for should say "PW" for Power Windows. If it is not good there is a Relay in the Box under the Hood for the Same thing. Change this Relay and they Should Work. Please Rate my Response, I need all the Help That I can Get! Thanks!
