So, exactly what is happening, when you pull up the parking brake, it goes up all the way, and the brakes don't engage? Make sure the brakes are adjusted properly at the rear wheels. If they are in need of adjustment, it will affect the parking brake. Jack up the jeep, block all wheels, put in neutral, adjust rear brakes until you hear/feel slight resistance when you spin the wheel by hand. If you still don't have an operating parking brake, let me know and we can go further to find the problem.

Check your rear brakes and their adjustment. If parking brake is seperate check them also. The brakes have to work and be adjusted properly then adjust parking brake.

Apply service brake pedal three times with a force of approximately 175 lbs.
Fully apply and release parking brake three times. Full application may require two pedal strokes.
Raise and support vehicle, then mark relationship between wheel and axle flange.
Check parking brake pedal assembly for full release as follows:
Turn ignition switch to On position.
If ``Brake\'\' lamp is illuminated, operate manual brake release and pull downward on front parking brake cable to remove slack from pedal assembly.
Remove rear wheel and tire assemblies, then install two lug nuts to retain each rotor assembly.
If two parking brake levers on both calipers are not against lever stops on caliper housings, check for binding in rear cables and/or loosen cables at adjuster until both left and right levers are against their stops.
Tighten parking brake cable at adjuster until either the left or right lever begins to move off the stop, then loosen adjustment until lever moves back barely touching stop.
Operate parking brake several times to check adjustments. A firm pedal feel should be obtained by pumping pedal two full strokes and rear wheels should not rotate forward when parking brake is fully applied.
Install wheel and tire assemblies, aligning marks made in step 3.
Over here we call it a parking brake - hardly any of our cars are autos.
Parking brakes usually connect to the rear disc brake calipers but some manufacturers use a small drum brake in the disc centre for parking purposes due to the complexity of the caliper with integral parking brake.
When adjusting a parking brake it is important in most designs for the cable to be adjusted only to remove any free play without moving the caliper levers from the backstops and then if the parking brake lever or pedal travel is excessive it must be because of wear or other faults. Sometimes that basic requirement must be taken with a pinch or two of "experienced" salt...
Ford have a self adjusting parking brake I have experience of. A spring within the system preloads the cable eliminating all slack in the cable so the cable moves the caliper levers from the first. The main problem with the system is the preload spring is sometimes strong enough to overcome the resistance of the caliper spring and cause a binding brake. No manual adjustment was provided.
In that case I find fabricating and fitting brackets to anchor additional return springs to the calipers is a must.
Under the car on the drivers side you will see a threaded rod that goes through a saddle that goes off with two cables to the rear wheels, adjust the cable there using the adjustment nut.
Place parking brake lever in -full released- position.
Raise and support vehicle.
Remove plug in parking brake shoe support to access adjuster star-wheel.
Through the access hole, rotate the adjuster star wheel in the following direction to expand the shoes outward against the drum:
Left brake - Rotate star-wheel toward rear of vehicle.
Right brake - Rotate star-wheel toward front of vehicle.
Using an appropriate tool, turn adjuster star wheel until wheel will not rotate (dead lock).
Back off adjuster six detents (teeth).
Rotate wheel, checking for light drag. If drag is too heavy, continue to back off adjuster one detent at a time until light drag is present. Do not back off star-wheel more than 17 detents from wheel lock.
Install access plug.
Adjust opposite wheel parking brake shoes using same method.
Lower vehicle.
Apply and release parking brake lever once to ensure proper operation of parking brakes.
Removal & Installation
NOTE
The following procedure may be used to remove shoes on either side of the vehicle.
Lock out automatic adjuster in parking brake lever.
Raise and support vehicle.
Access and remove rear hub and bearing.
Remove parking brake cable bolt at knuckle.
Completely back off parking brake shoe adjustment.
Remove parking brake shoe adjuster spring.
Remove shoe adjuster.
Remove upper brake shoe hold-down clip and pin.
Remove lower brake shoe hold-down clip and pin.
Remove upper and lower shoes with return spring from shoe actuator.
Remove return spring from shoes.

To install:
Install return spring between upper and lower shoes.
NOTE
Before installing shoes on actuator, make sure actuator hooked to rear cable is positioned with word -UP- facing outward.
Install upper and lower shoes with return spring on shoe actuator located on parking brake cable.
Install lower brake shoe hold-down pin through rear of support and lower shoe, then install hold-down clip.
Install upper brake shoe hold-down pin through rear of support and upper shoe, then install hold-down clip.
Install shoe adjuster. Place end of adjuster with star wheel upward.
Install parking brake shoe adjuster spring.
Install bolt securing parking brake cable to knuckle and tighten bolt to 21 ft. lbs. (28 Nm).
Using Brake Shoe Gauge, Special Tool C-3919, or equivalent, measure inside diameter of parking brake drum portion of rotor.
Place Gauge over parking brake shoes at widest point.
Using adjuster star wheel, adjust parking brake shoes until linings on both park brake shoes just touch jaws on gauge. This will give a good preliminary adjustment of parking brake shoes, before a final adjustment is made at end of this procedure.
Install hub and bearing with wheel speed sensor as well as all components necessary to access it.
Lower vehicle.
Unlock automatic adjuster in parking brake lever.
Perform final adjustment of parking brake shoes
Adjustment
This vehicle is equipped with permanently sealed rear wheel bearings. There is no periodic lubrication or maintenance recommended for these units.
Removal & Installation
Raise and support vehicle.
Remove wheel mounting nuts, then tire and wheel assembly.
If equipped with AWD:
Remove cotter pin, nut lock and spring washer from half shaft.
While a helper applies brakes to keep hub from turning, remove hub nut and washer.
Remove brake caliper and rotor from hub and bearing assembly.

Disconnect vehicle wiring harness connector at wheel speed sensor connector.
Unclip wheel speed sensor connector from spare tire mounting support.
Disconnect two sensor cable routing clips on rear suspension crossmember.
Disconnect two sensor cable routing clips along toe link.
Disconnect sensor cable from bracket on brake support.
Completely loosen, but do not remove four bolts fastening hub and bearing in place. Once loosened from threads in hub and bearing, push bolts up against rear of hub and bearing to keep brake support plate in place when hub and bearing is removed.

Pull hub and bearing off knuckle and half shaft (if equipped with AWD), then thread wheel speed sensor cable through hole in brake support plate as it is removed with hub and bearing.
To install:
Position hub and bearing bolts though rear of knuckle and parking brake support just enough to hold support in place as hub and bearing is installed.
Install hub and bearing by first feeding end of wheel speed sensor cable through hole in bottom of parking brake support. As this is being done, if equipped with AWD, slide hub and bearing onto half shaft. Place hub and bearing through brake support, onto knuckle, lining up mounting bolt holes with bolts and placing wheel speed sensor head at bottom.
Install four bolts fastening hub and bearing in place. Tighten mounting bolts to 60 ft. lbs. (81 Nm).
Place wheel speed sensor cable routing grommet into bracket on parking brake support.
Route wheel speed sensor cable along toe link and rear suspension crossmember connecting routing clips where shown.
Connect vehicle wiring harness to wheel speed sensor connector.
Install brake rotor and caliper.
If equipped with AWD:
Install washer and hub nut on end of half shaft.
While a helper applies brakes to keep hub from turning, tighten hub nut to 180 ft. lbs. (244 Nm).
Install spring washer, nut lock and cotter pin on end of half shaft.
Install tire and wheel assembly. Install and tighten wheel mounting nuts to 100 ft. lbs. (135 Nm).
here is the procedure from autozone.com. there are no special tools, but you need to be handy. Judge for yourself.
Removal & Installation
Raise and safely support the rear wheels.
On Front Wheel Drive models, remove the heat shield above the exhaust in the center tunnel.
Locate the threaded adjusters. On All Wheel Drive (AWD) models, they are located in the front of the lower control arms, on Front Wheel Drive (FWD) vehicles, they are located in the tunnel on the underbody of the vehicle.
Remove the locking clip between the hex nut and the adjustment housing.
Counter hold the hex nut with a 13mm wrench and thread the adjustment housing to loosen the cable until the adjustment housing is fully loosened, then slide the 2 portions of the cable toward one another.
Remove the lock clip at the brake caliper and remove the cable, taking care to not damage the cable boot.
On Front Wheel Drive models, remove the heat shield above the muffler and push aside.
Remove the cables from the cable brackets. Should the assembly aid fall out it is not necessary to reinstall it.
Using a suitable flat blade screwdriver, remove the cables from the retaining bracket at the under body tunnel where the cables enter the interior of the vehicle.
Remove the rear portion of the center console, then using a suitable flat blade screwdriver, push the cables toward the parking brake lever and press the cable ball end out of the bracket.
From under the vehicle, press the guide sleeve-locking element together and pull the cables out of the guide sleeve.
To install:
Guide the parking brake cables through until the guide sleeve locks into place.
If not previously removed, remove any plastic parts at the hand brake lever adjustment bracket as they are not needed for installation.
Using a No. 2 flat-blade screwdriver, lock the adjustment bracket at the hand brake lever to prevent it from turning.
Insert the cable end ball through the mounting in the adjustment bracket, making sure the cable locks into place in the bracket.
Working under the vehicle, route the cables through their routing brackets and attach them to the brake caliper.
The balance of installation is in reverse order of removal noting the following:
Adjust the parking brake cable and check its operation.
Disc Brakes
Raise and safely support the vehicle.
Release the parking brake. It may be necessary to unscrew the adjusting nuts to provide slack in the brake cable.
At each rear wheel brake caliper, remove the spring clip retaining the parking brake cable to the caliper.
Lift the cable from the caliper mount and disengage it from the parking brake lever.
Pull the cables out from under the vehicle.
Installation is the reverse of removal.
Adjust the parking brake as described at the beginning of this section.
Drum Brakes
Block the front wheels and release the hand brake.
Raise and safely support the rear of the vehicle.
Remove the rear brake shoes.
Remove the brake cable assembly from the back plates.
Remove the cable adjusting nuts at the handle and detach the cable guides from the floor pan.
Pull the cables out from under the vehicle.
Installation is the reverse of removal. Adjust the parking brake and road test the vehicle.
Hi:
You could have a parking brake cable sticking, or just your rear brake is over adjusted. Rear brakes can be adjusted in, and after the rear drum is removed, the parking brake cable should be checked to see if it moves in and out. Replace if needed!
you mean parking brake cable? loosen parking brake cables put drums on , and adjust shoes till they lightly drag, now apply brakes a few times and check the adjustment again, if all ok, now adjust park brake cables, you want to adjust so park pedal goes 5-8 clicks till the wheels are "locked up" and the wheels spin free with the park brake off

The rear drum brakes:
Have internal shoes that expand against the brake drum (1126).
Are a single-anchor type.
Are actuated by one rear wheel cylinder (2262).
Have two pistons in the rear wheel cylinder (2261). One exerts force against the upper end of the primary shoe; the other exerts force against the upper end of the secondary shoe.
Adjust rear brake shoes and linings (2200) automatically.
Need manual brake adjustment if the adjusters are not operating properly or after the rear brake shoes and linings have been replaced.
When the brake pedal is applied, hydraulic fluid pressure forces the pistons in the rear wheel cylinder outward, moving the rear brake shoes and linings against the brake drum.
The rear drum brake system includes the parking brake mechanism. Refer to Section 206-05 .

PARKING BRAKE
NOTE: Tensioner adjustment is only necessary when the tensioner, or a cable has been replaced or disconnected for service. When adjustment is necessary, perform adjustment only as described in the following procedure. This is necessary to avoid faulty park brake operation.
Raise vehicle.
Fully back off cable tensioner adjusting nut at equalizer to create slack in cables.
Remove rear wheel/tire assemblies. Remove brake calipers and rotors.
Verify park brakes are in good condition and operating properly.
Verify park brake cables operate freely and are not binding, or seized.
Check park brake shoe adjustment.
Reinstall rotors and make sure rotors turn freely.
Check the return spring on the parking brake lever as wll as the gear teeth:
Make sure the parking brake cable is free and is not frozen or sticking. Make sure the brake shoes are properly adjusted.
Raise and safely support the rear wheels.
Apply the parking brake while counting the number of notches. Check the desired parking brake stroke; it should be 7-9 notches.
If adjustment is required, remove the adjusting nut cover and turn the adjusting nut located at the front of the parking brake cable.
After adjustment, check there is no looseness between the adjusting nut and the parking brake lever, then tighten the locknut.
Do not adjust the parking brake too tight. If the number of notches is less than specification, the cable has been pulled too much and the automatic adjuster will fail or the brakes will drag.
With the parking brake lever in the released position, turn the rear wheels to confirm that the rear brakes are not dragging.
Lower the vehicle.
Check that the parking brake holds the vehicle on an incline.
