The fuel pump is located in the fuel tank beneath the back seat which you can reach by removing the back seat.

And there is one fuel pump under the car, about where the driver seat is. The is fuel filter beside it. Those pumps usefully go bad first since it sits out in the elements. Use a 12/13 mm wrench to remove the 3 screws to lower the pump and filter case. Be gentle when replacing the pump so you don't break the hoses to the filter.

Unless there is an access panel above the fuel pump, yes you will have to drop the fuel tank. Look at the location of the fuel tank and how that corresponds to the vehicle. This will tell you where to look for an access panel. If you must drop the tank, then siphon as much fuel as possible out of the tank before removing it. You can purchase a very inexpensive hand pump at most auto parts stores.

The Volvo 240 has 2 fuel pumps one is a low pressure pick-up pump and is in the gas tank, the other is a high pressure booster pump required for fuel injection. The booster pump is under the car just beneath the left rear passenger seat.

Your problem is fuel gauge is hanging up on the fuel pump. The slide bar/fuel sender is located inside the fuel tank alongside the fuel pump. Today I removed my fuel tank and replaced the pick up strainer on my fuel pump and previously my fuel gauge didn't work, but all I needed to do was slightly bend the slide mechanism and my fuel reading read correctly on my gauge. Previous to that I showed no reading on the dash meter.
