Have a look at the relays located in the engine compartment near the battery. find one related to ignition and or the fuel pump. likely that would be your issue.

The heating in my 2001 Crown Vic is delayed for 15-20 mins. It has been aprox. -10 to low teens lately. Do you know the issue?

With the outside temp being so low you can expect the heating in the vehicle to take longer to heat up and possibly not be as hot as if the temp was somewhat higher.
