2002 Impala. Why don't headlights turn off?

The fault is in the head light switch or head light relay. With the head light in the off position Check the voltage at the switch with a volt meter there should be voltage at only one side of the switch , if there voltage is on both sides the switch replace the switch , if there is voltage only on one side replace the head light relay .

I have a 97 nissan pickup and the head lights will not turn on, an the tail lights will not shut off. had to take fuse out to turn off tail lights. turn signal switch??

Yes it sounds like the switch is stuck in the park position.
You could pull the harness plug for the switch and check the circuits with a meter, or replace the switch.

Lights go off and on driving down the road and voltmeter jumps down and up alternator tested good

Check the wiring to the headlights first and check the wiring connections to the light switch as well as to ensure the battery terminals are clean tight and tight to the alternator to start with.

when the switch is on, it means you need the lights (night) and vise versa, its a way of saving batery. and its nothing you should worry about.
