In the owners manual below, starting page 128, it has fuse box diagram which looks like fuse 1 under the hood is power for fuse panel may be the power to inside fuse panel. I take it you say you have no power to fuse panel inside vehicle. Go to http://bbbind.com/free_tsb.html free diagrams . Fill in vehicle info . year ,make , model ,engine size . System - click on electrical distribution then under subsystem click on fuse panel .

horn fuse should be under the dash. you may also want to check relays under the hood. They are in a block box labeled relays. Check under the dash first. There should be a diagram for the fuses in the owners manual or located near the fuse panel. The fuse block should be up above the brake

Go to this free Ford website to view or download the owners manual for this vehicle. Starting on page 155 it shows the fuse block diagram.
Check:
Fuse Block (inside vehicle) fuse # 35 & 11
Power Distribution Box (under hood) fuse # 13

it should be in the fuse box under the hood or you may have another small fuse box under the dash ,check all your fuses,if they are OK the blower motor may be faulty or the switch could be the problem.....hope this helps.....cheers

might be a fuse.. might be located above pedals.. or under the hood

There are a total of 5 fuses for brake and abs functions 3 in central fuse box on the drivers side inside truck fuse #9 - 7.5 amp fuse #10 - 10 amp and fuse #11 - 7.5 amp then there are 2 big fuses under the hood in the main battery fuse box next to the battery fuse # 6 - 50 amp and fuse # 28 - 30 amp
