Yes. the starter is malfunction at this time. it could also be a ignition issue as well. here is a quick starter test procedure that will help you troubleshoot a bit.

Step 1
Check for 12 volts on the large wire attached to the top terminal on the starter relay. It should have battery voltage. If not, the battery, terminals or wire is bad.

Step 2
Check the small wire on the solenoid for power when the key is in the start position. Remove the small wire on the solenoid and have a helper hold the key in the start position. Check the wire for battery voltage. If there is voltage, the starter is bad. If there is no voltage, replace the wire.

Step 3
Check the fuse in the fuse box under the hood on the left fender well. If it is good, check the relay by pulling it out and checking for power at one terminal with the key off. If there is no power, the problem is in the fuse box between the fuse and the relay. If there is power, have the helper hold the key in the start position once again and check for power at another terminal from the ignition key. If there is power, the relay is bad. If there is no power, the starter circuit is suspect.

Step 4
Check to see if there is power to the neutral safety switch if there is no power at the relay. Use the voltmeter to check for power with the key in start. If there is power going in, check for power going out. If there is no power going in, the security system or ignition switch is suspect. If there is power going in and none coming out, the switch is bad. If there is power coming out, the problem is between the neutral switch and the relay.

Step 5
Remove the cover on the bottom of the steering column. Check the solid yellow wire for power when the key is in the start position. If there is no power, the ignition switch is bad.

2008 crv wont turn over,no sound

If your headlights are bright an all the other accessories come on (radio, heater, gauges, warning lights, etc) than the next step is to check for battery power at the larger wire at the starter. If that is good than check for battery power at the smaller wire at the starter with the key in the crank position. If there is power there as well than I would suspect that the starter has gone bad.

Ford ranger wont start

Are you saying when you turn the key to start the radio and dome light go off ? That should be normal unless the draw from the starter is too high. The start position only powers the relay-solenoid under the hood.
Do you have full battery power at the starter when the key is in the start position ? Battery cables clean and tight on both ends ?

2001 Chev Malibu. Turn key on to start car, won't start. No warning lights on no lights on gauge panel. Radio works, dome light work.

check the ground leg to your engine.. it runs off the neg. battery terminal. will connect to frame and engine.. pull it off, wire brush it put it back.. you radio will work, 'cause it draws much less current, and is grounded in dash.

1994 camaro z28 electrical system dead

A couple of things can be the cause. You could have an issue with your battery connection, or your ignition switch is dead. Ignition switch issues tend to kill all the power to the car. They can go without warning. It's located on the driver's side on the steering column.

I have a 1996 chevy lumina. the motor wont turn

You need to check for power at the purple wire going to the solonoid while key is in the start position, if no juice then check starter relay-under hood- fuse ,and ignition switch

Radio wont hol memory, dome light wont work when key switch off, and All lock wont unlock doors unless key in on.

Probably a fuse. You radio keeps it's memory using a constant power wire which is probably interlinked with the dome light, door locks, etc. Check fuses under the dash as well as under the hood for any blown fuses. Look for fuses labeled with your listed problems of things that don't work.
