SOURCE: Location of blower motor switch resistor on 2004 Grand Marquis

The blower speed controller is located under the hood on the right or passenger side on the heater housing just to the side of the heater hoses near the very back of the right cylinder head.
Yes that would cause the concern you are having.

Air conditioner blows heated air

Sounds like ??
If the compressor is running and the system is full of freon, you may have a blend door problem under the dash. The blend door directs air flow thru the heater core and evaporator core depending on the temp setting on the dash.

I replaced Evaporator and accumulator. I get cold air off and on. Mechanic tells me it is the temperature blend door actuator but , the dash has to be removed.

YEP THE INSTRUMENT PANEL HAS TO BE REMOVED BECAUSE YOUR AIR CIRCULATION DUCT DOOR IS ON THE EVAPORATOR AND HEATER CORE HOUSING.
