It is the relay that sends power to the PCM (computer). Try swapping the relay with another one in the fuse box and go from there.

But on your vehicle it's not called that , it's PCM power relay . It's located in the under hood fuse / relay box .

SOURCE: where is the relay switch located on the 98

In older cars a relay or flasher switch was used for signals and hazards. These were round and typicly located in the fuse box under the drivers dash. Your car will probably just have a relay controled by the computer. The relay will be in the drivers fuse box. The turn silgnal switch may also be your problem. I hope this informaiton helps.

The central fuse block is located under the right side of the dash on the right side footwell. fuses and relay's will be marked

In the Passenger Compartment Fuse Panel (below and to the left pf the steering sheel by the brake pedal), remove the panel cover t access the fuses and check the position 20, 5AMP for AIR SUSPENSION MODULE...

those airbag suspension systems are junk. you are going to spend more than the value of the car fixing it and then it will just go bad again in a few years.

Its possible that the EEC Relay is bad, the EEC diode or the signals are not processing in the EEC unit itself. Sometimes the Crankshaft signal is missing and it is suppose to tell the EEC module where the crankshaft is, so the correct Fuel injector opens and the correct spark plug fires.
Depending on the vehicle, your underhood powerbox may be marked with EEC and Diode. If you have an Owners Manual, look for the Relay box layout. Often the Horn Relay is the same part# as the other relays and can be used to test as a spare relay.
A scanner could diagnose the problem if you own one or could borrow one.

It should be in a Powerbox under the hood along with the EEC relay and EEC diode. The plastic cover should be marked.

WHERE IS THE FUEL PUMP DRIVER MODULE ON A 1997 LINCOLN TOWN CAR LOCATED--- NOT THE FUEL PUMP RELAY

No driver module shown on the wiring diagram for 89-98 models.
There is an EEC relay that powers the fuel pump relay. The fuel pump relay is grounded by the PCM. The voltage goes from the fuel pump relay thru the inertia switch and on to the pump.

there is no per se fuel relay. it has a ccrm. constant control relay module, its located near the air cleaner box. I presume this is for a no start condition.
