U need to check the crankshaft position sensor. The fuel pump will only have power for 2 seconds I till it sees a crank signal. It' controls the asd relay which turns on your spark and fuel

on top of the fuel tank.
Check your fuel pump relay in the fuse box under the hood located next to your battery. same thing happened to my 98 grand Cherokee. if you turn on the key and you don't hear your fuel pump then the relay is bad and needs replacing.
Let me be clear here. Crank means turn. Ignite means start running. So it will crank but not ignite and ur sure u have 35psi of fuel pressure. Next is to have someone gently wiggle the wires at the engine control unit while u turn the key

You do have a filter and it's mounted right on top of the pump on outside of tank...it is also the pressure regulator. You really should put a pressure gauge on the fuel system and check it out though. you may find there is a problem elsewhere. Good and proper testing is the only way to get answers about problems especially now that systems are all electronically controlled.
If pump is getting power and does not run, then it would be safe to assume there is something wrong with it or it does not have a good ground. Especially now, with outsourcing to other countries, quality control is abysmal...don't believe anything is good till it is working.
Try resetting the asd "auto shut down fuse had a similar problem the jeep would crank but did not get spark or gas also check your fuel pump? and the asd relay may be bad it will prevent the jeep from getting no spark and will not fire some jeeps have security problems
What you are looking for is something that is turning off power. check ignition switch and connections at the computer (have you done any testing before changing parts?)
