This blower fan in the 2002 Toyota Echo is located under the dashboard on the passenger side of the vehicle. It is covered by a plastic panel that snaps into place and shields the motor from accidental damage. When the blower fan fails, air will not come out of the vehicle's vents despite the fan control speed setting. A replacement blower motor can be purchased from a certified Toyota dealerships or any auto parts store .
When was last tune up? Plugs, wires, ALL filters & fluids especially fuel filter. I'd start there and run a good fuel system cleaner through it and AVOID cheap gas.
Sounds like a fuel problem. Check fuel pump and fuel rail. Do a fuel line pressure test. Try cleaning inside of throttle body really good and also the TPS at that location. There's many things that can make a car run bad.
