I did mine about 3 year ago, C4 headlights are electric motor driven. Clean the contacts, if they are clean, you will have to replace the gears, it's really not hard, just be sure to clean everything as you re- assemble the motor drive. I used synthetic grease. The drive can be unscrewed from the housing and then changing the gears is easy. Most gear sets have directions with them. I got mine from Corvette Central. (about 50 for the set, replace both gears) Be sure to remove any debris.
check under hood or open doors and look on side of dash, look inside glove box on top or under arm rest at bottom. or its under dash on passenger or driver side
Check to see if you have spark, if you do, and still it does not start, then you may think that fuel is not getting to it. At this point, use some starting fluid and spray it at the throttle opening. That should start it for a few seconds and give you the answer. Joe.
If it is adjustable, when you adjust it, the computer will compensate for any adjustment you do. It tries to keep the timing at a certain point for the life of the motor. You would need to get a cam gear adjustable sprocket to fool the computer. Can get offset keyways also.
