1999 dodge grand caravan 3.8l engine cooling fan won't turn on

I have a 1999 dodge grand caravan 3.8 liter engine and neither fan on the cooling system will run, even when the ac clutch is turned on. is it the fan relay located under the air filters? The blower fan for the interior is working fine.

If the cooling fan isn't kicking in when triggered by the PCM most likely it's the Cooling Fan Relay but not always. Yes, the relay under the air filter canister is the Cooling Fan Relay.

The other things that will set off a P1491 are -

*Coolant Not Topped Off & Not In Contact With Coolant Sensor Tip
*Coolant Temp Sensor Is Faulty *Bad Ground To Fans and/or Cooling Fan Relay *Bad Fan Motor(s)

Dont think so,seem to remember a reostat somewhere at the bottom of the rad right hand side ,check for earth problems as well ,sorry if vague but i seem to be forgetting things as i get old .

    The sensor for the cooling fan was replaced in the last month.

What's the temp reading on the dash? Below half way point. Maybe 160? Replace the thermostat. You PCM is fine. The fans come on with the a/c. Relays also. Yada has valid points, If nothing works. First check for fans.. If the a/c works. turn it on, if the fans work, all the relays are good. So is the PCM.

When I turn the engine off the engine cooling fan stays on and does not shut off
depending on the engine temperature the fan is supposed to remain on after you turn the engine off, until the engine reaches a preset cooler temperature. when it reaches cooler temperature usually within 5 minutes or so it should cut off... if you cut it off and it is running 30 minutes later.. then there is a problem with the fan relay or temperature sending unit.

Where is the cooling senor?
Next to the thermostat housing. It has 2 wires connected to it.
Follow the hoses, they will take you right to it.

1999 dodge caravan. engine cooling fan is not turning off
The relay has failed in teh "on" position. This is a weak lilnk in the Chrysler colling system. I replaced mine for the same problem. It ran my battery down.
It is located under the battery on the frame rail. You have to remover the batter, then the battery tryan and look straight down - you will see it on the frame rail. Over heating was the suspected cause, so make sure you use a hdeat transfer gel under the new relay with you attach it to the frame rail.

I appreciate the help regarding the Dodge ?2002? radiator fan relay switch, but I can?t find a replace part anywhere on the web. What I see is a replacement ?relay radiator fan? and nothing about a switch....
The device that turns the radiator fan on is a temperature sensor on the lower radiator hose towards the engine block. That could be the switch that you are referring to. When the coolant reaches a certain temperature it tells the radiator to turn on. The relay then sends the power to the fan.

Cooling fans must work with a/c on.With a/c turned on check voltage at fan motor plug.If no voltage have to back trace to fuse for fans or relay's,but I have replaced a few fan module's for this problem.

The radiator fan is not working in my 1999 Dodge Grand Caravan...it´s 3.3l engine.
First is your engine getting up to temp? if not check for a stuck open thermostat. Second with engine up to temp (where fan kicks on) check for voltage at the fan, If 12vdc present replace fan, If 0vdc present check fuses and relays.
