Doesnt turn over --dead battery -loose connection ===starts with starter fluid --fuel delivery problem -/--no spark --timing -points-coil -
Old style with mechanical points-file your points with an ignition file. ( Unless it has aftermarket electronic ignition- then you need to just check for spark at one of the plug wires.) If you are still old style-also check for spark.
If the engine was running good before, you probably lost spark (ignition) or fuel.
Does the engine crank when key is turned to start? If yes, you just lost spark or gas. If no, then your start circuit has a problem. You may need the starter motor tested.

Did you check the starter relay and make sure that all the connections to the starter are correct?

When you say no power at fuse panel, do you mean entire panel?
As far as no turn over, have you checked for neutral safety switch problem?

SOURCE: 1970 olds cutlass turn signals not working
Most likely it is the signal cam in the column. I had one in a 1970 Torino about 35 years ago do the same thing. The contacts just get old and wear out. The hazard flashers work through a separate circuit. Also I will check to see if the turn signals have a separate flasher relay from the hazard flasher. Look under your steering column and see if it has one or maybe two round stainless steel relays. Post back.
