Fuel filter pkugged? Fuel pressure ok? Cold start switch bad?

the fuel pump is electric and is located inside the gas tank, this is true of all toyota's

fuel filter is under the air filter housing it look's like a silver cup with a bolt in the top with a metle line going out of iit
