Question about 2002 Chrysler PT Cruiser
Remove door panel and check for power to door lock actuator - if power is available when remote is pressed then replace door actuator.

Start by checking the battery even if it's new. If the alternator is not charging it, it will go dead even if it's new. If a recharge gets it started, then get the alternator checked. Once running a simple check of the Alt. is to put a voltmeter across the battery terminals and see if you have 14v which usually indicates it's OK. If the Alt. is OK look for a battery drain. Something staying on all the time even when the engine is off.

sorry not sure the 12v prob will help this swtich works on 5v off 3v unlock 1v lock single wire lock/unlock logic signals
I found wiring diagrams at
it is 2004 but use the wiring diagrams to test the wires
(most likely to fail where they flex)
because it is using logic gates disconnect the plug at each end of the wire you are testing or the damn thing will find a few diffrent ways to trick you.

how did you check the relays, to find the problem with the door locks you need to remove the door panel and test for power at the door lock actuator or you can just buy the master switch and put it in and see if it works.

If you scroll through these questions, you see this same problem over and over with all makes of cars. myself i think the best course of action is to have a dealer permanently disable it. it has to be in their repertoire of services because it is such a frequent complaint. if the dealer does it you suffer a much lower chance of collateral damage to other gadgets in the electrical system. pay whatever it costs as the thing will cost you in annoyance and dead batteries. however put a note in the back of the owners manual so a subsequent owner does not come on here and ask how to turn the system back on, which is another frequent question. and hey don't buy a used car with an air suspension system in it.

you can insert your key turn it once to lock/unlock only the door your putting your key in but if you turn it twice it will unlock/lock all 5 doors.
