    Click on the link,accessory power outlet, if that's what your talking about? I see two fuses, check them both, hot all the time. The smaller fuse gets voltage through the larger fuse. No key needed.

It would be about 15 inches in front of the battery, and 18 inches down. You'll see it coiled up along with some other wires, even though its adequately hidden. But if it is not there, look behind the bumper. Otherwise there is a possibility your car did not come with a block heater.
