The carbon canister, which stores the raw fuel vapors, utilizes a vent valve that allows fresh air to enter the EVAP system. This displaces the fuel vapor as it's purged into the combustion process. Code P0449 indicates that the evaporative control (EVAP) system vent valve solenoid is malfunctioning. This can be caused by either too little or too much electrical resistance or a mechanical problem with the vent valve itself. P0449 Symptoms

the evap canister is located in the rear of the vehicle on more of the left side. if you raise the vehicle up from the rear and look around the left side of the car you should see a rectangular black plastic box with hoses and wire connectors coming out of it.

i have a 2002 beetle I was told by the dealer that i must replace the vapor (charcoal canister) is there any other way to fix this problem in a lees expensive way?

Check the evaporative charcoal canister. When working properly, it prevents gas vapors from escaping into the atmosphere. If the engine has been flooded, or gas tank overfilled, it's possible that the charcoal is saturated w/ gas. If this is the case, it should be replaced. Also check the hoses to and from the canister for cracking or damage, which for a 91 is quite possible.

It is located at the top of the gas tank. You are going to have to drop the tank in order to check it, so it is best to do this when there is not a lot of gas in the tank. Hope this helps you out.
