The electric door locks try to lock constantly if all doors shut, the van will lock within a few seconds. Once in a while it will not unlock (electronically) so you need to use the door key.
Also, once in a while this happens and when you get in to start the car the horn beeps once when you turn the ignition.
Strange thing.... my son pointed out this seems to only happen when it's a hot day???
Most likely your alarm system needs reset. When you use the button to turn the alarm on and off the horn beeps and lights flash. Horn beep when switch turned on, makes sense would be in the alarm system with all you've told.

On the 98 Silhouette, the PCM should be located in the air filter housing.

this will take some time but is fairly easy. you have to remove the dash pieces on that side. then this will allow you access to the instrument cluster. becareful not to wear clothing that will give off a static discharge this could short out the cluster board. the bulbs are tiny so be careful while rep-lacing them. the bulbs can be purchased at a local store the bulbs are a 194 or a 1893 in most cases.

I had a similar problem. Check your battery, it is probably on the verge of dying. My problem went away when the battery was replaced.

you will need a special tool that will tilt the engine forward so you can reach the back 3 spark plugs.
