Typiclly this is caused by a failing Pressure Control Solenoid. Now in some cases, since you are in the 1996 model year you may have a vacuum modulator that controls the shift firmness that can be replaced as it is externally mounted. I dont know how best to describe what it looks like, but look down on your transmission, on the front side facing the radiator and if you see a canister like device that has a vacuum line running to it, that is the vacuum modulator and you could start by replacing that and see if it helps.

If you do not have the vacuum modulator and have instead the electronically controlled version of your transmission then you will have a Pressure Control Solenoid and it, unfortunately, is located on the inside of the transmission and cannot be easily replaced without dropping the whole transmission.

The pressure control solenoid is a common issue with your transmission (4T65) and Im leaning more towards you have the electronically controlled version (4T65E).

Your vehicle is designed to auto lock the doors when you reach about 15 mph. This is a one way deal. When you park the car, unlocking the doors becomes a manual process to insure the occupants safety at their destination.

Check the electrical connector above the modulator. If the connections are loose or the connector is damaged... similar things happened to mine.

Automatic Transmission Shift Lock Control System
The automatic transmission shift lock control system is a safety device that prevents an inadvertent shift out of PARK when the engine is running. The driver must press the brake pedal before moving the shift lever out of the PARK position. The system consist of the following components:
• The automatic transmission shift lock control solenoid.
• The automatic transmission park lock solenoid (Regal only).
• The automatic transmission shift lock control switch.
• The transmission range switch.

Regal
With the ignition in the ON position, battery positive voltage is supplied to the automatic transmission shift lock control switch. The circuit continues through the normally-closed switch to the automatic transmission shift lock control and park lock solenoids. The transmission range switch provides a path to ground in the PARK position. With the automatic transmission shift lock control and park lock solenoids energized the shift lever is locked in the PARK position. When the driver presses the brake pedal, the contacts in the automatic transmission shift lock control switch open. This causes the automatic transmission shift lock control and park lock solenoids to release. This allows the shift lever to move from the PARK position.
Do the brake lights work ? If not could be cause by bad brake light switch .

Try disconnecting one of the battery posts the positive or negative. That could settle the brain so it could do it's job. Leave off for 5 minutes.

If you start it in neutral, the auto locks don't auto lock. As an mechanic, I start in neutral out of habit because it technically reduces wear by avoiding going through reverse.shift out of park while in acc to nuetral and start

Check in your fuse panel. The top first row and the first fuse. I took that fuse out and had the same problem. My gear shift button was stuck. I put the fuse back in and it worked.

1999 Regal GS -stalls, starting trouble, won't shift now

the batt is suspect...take it to autozone, or other place, they'll check it out free......the shifting out of park is a seperate issue, the pawl for the steering/shifter is not working properly....did you notice if the steering wheel would turn when the shifter is stuck?....probably not....when this happens try to turn the wheel back and forth-not hard but not gently- a little graphite dust sprayed in there would help.......hope this helps you out

you have what is called a btsi, brake trans shift interlock that may be the problem, usually there is a little square cover on the console you can remove and use a screwdriver to depress the latching mechanism to shift the car out of park
