Got me a complete manual for 199 jeep factory model and found location of each individual unit in question. Manual gives u possible solution to each code and repair and or replace. As a mechanic myself testing, trouble shooting and repair was not that difficult. Shift solenoid was very difficult to get to. Located under the head lamp passenger side.

gas or diesel what engine?
are you using a real scan tool not some $27 coder reader?
why ask how hard something is, when you have not even found the true cause.
so odd that.
not only that , you never once told the DTC errors.
wow.
DTC errors, P07xx errors, the 7 means trans errors.
what trans, 42, 44, or 46 RE, we cant guess which.
nor can i guess engine size, its and option . or gas or diesel.

only DTC listed for YOUR car work, out of your 98 factory service manual, do NOT use other books or net RUMORS to fix cars.
use the correct books.

let me guess(useless yes,,, but toss coin and get) Po740
TCC lockup fails to drop RPM? is what that is....
or
does your scan tool do JEEP P17xx codes? if not you are missing out on all the trans codes stored. P1 means factory only codes.
for just YOUR car, exactly like P1765. 1764

ill pretend you said 740 only codes and no other are present.
first reset it, see if it comes back.????????
It means the brain (TCM) did not see the RPM drop at lockup.
engine rpm to trail shaft RPM is subtracted, and bingo.
check fuses yet?
The TCC is the clutch lockup.
it can fail many ways.
1: TCC lock device bad. inside TC clutch.
2: TCC solenoid bad in trans.
3: hydraulic leak from #2 to #1 above. internal leak
4: bad wire to the trans connector to TCC sol. (rust?)
5: TCM not sending lockup, do to TCM bad, or its inputs wrong.
6: transmission ground strap missing ,but this trans uses 12vdc not ground as most others do.

each and every one as test humans do, not guessing.
we check each case above. starting from the TCM. side.
we go easy to harder. not backwards, with a new trans.
that be silly.
the GAS engine car, has a PCM the PCM in this car
has the TCM as part of the PCM
and the PCM runs the TCC clutch by grounding trans connector pin 7.
so know that a savvy mech can do that him self.
buy ground that pin, driving, and see if lockup happens.
a 2 man test. and a jumper wire.

more facts, all in the book.
PDC 7 runs trans, as does the PDC trans relay.
full 12vdc power must reach trans connector pin 1.

I say reset it then if the lamp comes on ,
get a shop to scan it using a real scan tool that sees
all factory codes, P1,2,3, etc. do not fail to see ALL codes
not just one ,with tunnel vision.
and win.

P0740 JEEP - Torque Converter Clutch Circuit
Symptoms
- Engine Light ON (or Service Engine Soon Warning Light)
- Transmission shift shock
- Vehicle may not shift into the highest gear

Possible causes
- Low transmission fluid level
- Dirty transmission fluid
- Faulty torque converter clutch solenoid valve
- Torque converter clutch solenoid valve harness or connectors
- Torque converter clutch solenoid valve circuit is open or shorted

When is the code detected?
Torque Converter Clutch (TCC) unlocked for 10 sec., ECM commands converter lock-up and did not record engine speed drop.

P0740 JEEP Description
The torque converter clutch solenoid valve is activated, with the gear in D4, by the Transmission Control Module (TCM) in response to signals sent from the vehicle speed and the Engine Control Module (ECM). Lock-up piston operation will then be controlled. When the torque converter clutch solenoid valve is activated, the torque converter lockup clutch will engage creating a 1 to 1 RPM ratio between the transmission input shaft and the rotational speed of the torque converter.

Lock-up operation, however, is prohibited when A/T fluid temperature is too low.

When the accelerator pedal is depressed (less than 2/8) in lock-up condition, the engine speed should not change abruptly. If there is a big jump in engine speed, there is no lock-up.

When reading the diagnostics it says the torque converter clutch circuit is open. Where is it located and what does this mean?

its a selonoid in the transmission and it means that its not shifting properly its around 40 to 80 dollars depending on your location

My jeep g choro.lorado check eng. code is 3,4 shift.need location of the solenoid tha controls this or causes the light to illuminate.

It is in the transmission bolted to the valve body. You have to remove the bottom pan to get at the solenoid. The 3-4 shift solenoid and the Torque converter clutch solenoid and built together on the same bracket.

You mean the Torque converter Clutch Solenoid (TCCS)?
Its cheaper to replace it and your fuel economy will increase.
You could do this your self.

P0740 T Converter Clutch Circuit Malfunction

The transmission fluid could be in need of a change, certain parts in the transmission depend upon clean fluid to move properly, this could cause the pressure sensor to fail and engage the torque converter to lock up at the right time. Timing is counted with the computer and it will flash lights when there is a problem.
