Yes, when you take your key out of the ignition switch the fuel pump will shut off. Which should be the only time you would want it to. Now if your fuel pump is not running with the ignition on then look for a blown fuse.
Can you give us more details of 1 the problem u got like fuel pump keeps running or engine wont start. What vehicle it is plus engine code (located on cam belt cover or sticker on bulkhead by strut top) ive worked on a lot of vw I may be able to help

It is on the passenger side right behind the washer fluid fill tube. You can follow the fuel lines (look like 1/4" black tubes, some are clear) from the injector pump to it. It is a caniser a bit bigger than a normal looking oil filter and sits between the washer bottle and the metal that forms the wheel well. It is held in by a screw type clamp about half way down the cylinder. Probably isn't the fuel filter unless there is air in the lines to the injector pump or they didn't bother to fill the fuel filter up with diesel after putting it in. There is not a fuel pump in the tank in these cars so everything is sucked up by the injector pump and it needs to be primed properly.

Should be on the passenger side kickplate below the glovebox and to the right. You may have to remove the plastic panel to access it or look for a small hole in it and feel around for the button

With the key in the ignition (but not turned), press and hold the Odometer Reset Button on the right hand side of the panel. While still holding that button, turn the key (although not far enough to start the engine) and then press and hold the Minute button on the left side of the instrument pane(if pressing doesnt work try turning the knob clockwise until service light has gone off and skip the pressing)l. Release both buttons at the same time.

There is an emergency fuel shutoff switch located on the drivers side rear inside the panel on the drivers side wheel cover or the little pull-up compartment.
