I havent put a meter on it yet but the battery seens fine IE the head lights will stay on bright while trying to start with the blinker switch held back like flaching your brites. Problems:
The remote will not work to lock or unlock the doors.
The windows will not go up or down.
The interior light will not go on with the door open.
The starter will not engage or crank the engine.
My 99 passat has the no start no crank
all the lights come exsept the dom light
and the widows dont work
Check for a loose connection on your ignition switch. I have had similar problems with my 93 Passat.
The window, interior light and lock problems all point at the "ccm" box located under the passenger seat ( or more likely the factory joints in the wiring there that get wet ,due to blocked drainage holes located under the battery and servo. causing water to run down the wiring and rot the joints.......
this post helped me solve these problems with our b5 99 plate.
the info is here....

hope this helps......d
It seem like a bad ignition switch the way you describe it, does the dashboard lights up when you turn the ignition switch on?
A short would cause a fuse to keep blowing out. Check for a blown fuse. Under the hood is where all the main fuse is located. If you find a blown fuse try replacing it with the same value. If it blows out, then you have a short somewhere.
I don't memorize every single wiring for each car, that would be useless since wirings changes. The key to troubleshooting any electrical system on any vehicle is a basic understanding of how circuits works, how they are designed, and why they use such components such as fuse with diffrent ratings, and relays, sometimes even resistors and diodes.
The problem with your car is that there is a main power supply somewhere that supply several device, such as the window motor, the starter relay etc, that is not supplying powere anymore. This can be due to a blown fusible link, a loose connection, a fuse etc. A few days ago I had troubleshoot a 2003 mitsubishi pajero that keeps blowing the window fuse. I traced the problem to a shorted diode inside the factory audio amplifier, which has nothing to do with the windows.
At this point you would want to locate the fuse/relay box close to the battery. Sometimes the wire that goes from the battery to the fuse box have a fusible link which can burn out. Double check the fuse again. Unless someone had been messing around with the wiring, the only location where the problem would be is within that fuse/relay box or near the battery. Wiring do not magically get messed up all by itself. They a protected by fuses thats why. This is not caused by electronic control either since electronic controls in a car are very well designed, although they can be damaged easily from unusual condition such as a mechanic who starts jumping things and don't have a clue what he is doing. What module do you mean? There is no module that control the starter or the windows.

check fuses door wires starter there is a central locking and alarm modual could be faulty.
pull back rubber inbetween doors and see if wires are broken.

The dashboard lights all come on, the headlights are on, the red pedal engagement light come on by the shifter and it will shift into all gears. I am thinking that there was a short somewhere. I tried popping the light bulb out of the visor in the passengers side and then when I get out to lock the car the switchblade key would not lock it.
Nothing is shorting out, I checked the fuses. Is there somewhere that shows what modules go to what? There are 10 or 12 and I don't know which ones do what.
