Looks like you checked all the things that need to be checked except "one." Sounds stupid, but did you check your temp switch on you dash to make sure it is the air conditioner you want to run instead of the heater? Sometimes, many forget this one simple check and can't figure out why the air conditioner won't engage.

5. Locate the white filter frame, now visiblefrom behind the original glove box's position.
6. Push the tabs at each end of the filterframe inward to unlock it, then pull the tray and filter assembly out of thecabin air filter housing.

Yeah there is a fuse under the dash board on the driver side. But if you take it out your heater and air conditioner want work. you can remove the dash panel on the passenger side and oil the blow motor and it will not make it noise.
It is a vacuum leak under the hood. If it is a six cylinder, look on the driver side of the intake manifold for a L shaped fitting that usually pops off. If it is a V8 the leak may be near the battery.
on top of dash board on right side, pop center cover toward windsheld with plastic wedge and you will see 3 t20 torx screws, holding right cover on, pull gently and watch out for speaker wires (certain models) below that panel there are approx 6 t20 torx screws holding another black plastic cover on, under that is the pollen filter, remove by relaesing tabs on back of holder and reassemble, for future note on right side of dash panel containes ECM and TCM, engine control module and transmission contorol module.
The problem is the air conditioner vent door motors have gone out. There are several of these motors that open and close them allowing the air to move to different parts of the car. Since it is electronic, there are motors that open and close these doors. Unfortunately, these motors are not cheap to replace.
