That would likely be a dimmer switch problem.

Nope, tested the fuses, if it were the dimmer switch I shouldn't have power at the fuses box. I also tested the light sensor and it is opperating fine and controlling parking lights

Did you check the main light switch for burned wires.
Have had it out, but didn't check, ruled it out when parking lights and all other lights are working that are controlled by it. Everything over there works, I'm thinking it has something the 2 lights have in common.bthey are HID lights, so I can't just bypass. I think maybe a ground but not sure where to check

had the same problem on my 92....check under the hood on the drivers side,towards the front,there is a "junction box" with all of the lighting wires connecting from the switches to the lights.My wires were all corroded inside,so I cleaned the ends and bought a new box from the local electronic supply store.The problem has not come back.
