The horn relay should be under the hood in the fuse box near the battery, the fuses are labeled inside the cover diagram.

turn ignition to "on"; set your odomoter trip meter display to trip "A" turn off the ignition; hold down trip reset button while turning ignition back to "on" position; hold the button for around five more seconds until it shows a full display of zeroes (ex. "00000000") light should procede to turn off

you may not have one.
most Toyotas , have it in the fuel tank , no service needed.

I had the same thing happen yesterday. I took it to the dealer, and they said the Catalytic Converter was bad and they needed to order a new one. You should take it to the dealer.

SOURCE: Where is the horn relay

Toyota does not use a relay for horn operation. Power to the horn is provided by the 15 amp Haz-Horn fuse. The horn operation is controlled by ground through the horn switch (button) on the steering wheel.
