SOURCE: turn signal problems
Turn signals have a relay (its a small switch that charges and discharges current) which controls your turn signals blinking speed and interval. This is most likely your problem. You should be able to get a new one at your local parts store. Follow these instructions, in this order, and let me know how it works.
Step 1:Turn on the hazard lights and walk around the Taurus checking that all four turn signal lights are working. If any of them are not working, replace the bulbs. A non-working bulb in any of the turn signals will often make the turn signals appear that a flasher is going bad.
Step 2:
Locate the fuse box and check the fuses for the turn signals. There may be more than one. Replace any fuses that are blown and then recheck the turn signals again. If they still aren't working properly, then move on to replace the flasher.
Step 3:
Look for a round, silver-colored object near the fuse box. Put your finger on the object and turn on the turn signal. You should be able to feel a mechanical clicking as the turn signal blinks. This is the flasher.
Step 4:
Pull the silver flasher out of the socket and replace it with the new one. Each of the flashers should have two pins sticking out of the bottom side. Start the Taurus and recheck the turn signals to ensure that they work.

If there are no burn marks on the housing then use as much force by hand to turn the entire black knurled assembly counter clockwise, you may already be at the point you have to be. Now try wiggling it back forth and pulling straight back at the same time. I'm assuming you've removed the housing from the body. If not there is a small gray latch that just pushes back and the whole assy. comes out very easily. When replacing the bulb put a little dab of vaseline on the metal area of the bulb before inserting it.

Actually no you don't. Crank your steering wheel all the way to the right so yo have the maxumum clearance for your hands and arms in the front of the wheel well. Remove the plastic clips that hold the wheel well splash guard and pull it back enough to allow access to the interior of your bumper.
Replace bulbs as needed.
Yes, a jack is nice and makes it a touch easier to access, but I did this in an AutoZone parking lot during a cross country road trip.

This happened to my car as well. I put the bulb in the other light and it worked find then I noticed that the socket was burned so I called about getting a replacement socket and was told that this was a common problem. I cut off the socket section from the part they sold me and spliced it on myself. Works fine now.
