2001 Cavalier starts and dies.It says LOC on the radio. Do i need to reset something?

Could be failed fuel pump. Disconnect fuel line at engine and turn over a couple times having something to catch gas in. If electric pump don't turn over engine, just turn key to run position for a few seconds. Maybe clogged fuel filter or faulty pump if no gas shows. Change fuel filter and try again. If none, change pump.
