you can pull the center console with phillips screw removal and find the adjuster for the hand brake towards the rear . 12 mm wrench required if memory serves me

If you look under the van on the driver side (usually) you'll see where the two cables from the rear inter-connect with the main cord to the front. Here, you should find an adjustable bolt that you can tighten. If it is not here, it may need to be tightened from there rear tires.
If you have drum brakes in the rear, these are most likely "self-adjusting" brakes, which may interact with the emergency brake. Everytime you back up, and apply the brakes, you are activating the self adjuster (you would have seen this located at the bottom of the brake system between the two brake pads. This is the self adjuster. Try going in reverse at about 5 miles per hour, and hitting the brakes firmly (not slamming on them). Drive forward again, and firmly press the brakes. Go in reverse again, and apply brakes firmly again; (do this about 4 or 5 times to get the rear brakes adjusted). Try the emergency brake again and if still not tighter, purchase or look in your repair manual as to how to adjust the emergency brake.
