What should the fuel pressure be on an '89 Honda Civic, and what is the lowest pressure acceptable ? I have been troubleshooting a NO-START problem and this is my next step.

If you haven't changed your fuel filter in awhile, an easy way to check to see if your engine is getting fuel from the fuel pump is to replace the fuel filter. When you install the new fuel filter, leave the connection that goes to the engine off, and have someone help you: Turn on the ignition while making sure the outlet of the fuel filter is going into some sort of container. You should have fuel pressure of some sort. If not, troubleshoot the fuel pump circuit. There is a fuse and a relay involved. If you don't want to mess with the fuel filter, you can purchase a fuel pressure tester for less than $30, and it connects to a threaded fitting on your fuel rail.
Fuel pressure needs to be tested when it has set over night, before attempting to start it. It maybe the fuel pressure regulator is leaking off, or the check-ball in the fuel pump could be leaking back, or fuel injectors could be leaking, which would be least likely.
spray some starting fluid in the intake and try to start it again, with fuel injection you may not be getting enough fuel pressure for the car to start and run.
You will need something to lift the engine so that you can take the pressure off of the mount. It sounds like your fuel pump may be wearing out and it is not responding like it should...The pump on the gas tank should be located on the top of the tank....Under the back seat....

I had same problem last week and it was that i had 10lbs of pressure and needs more than 50lbs to open injector,
You can buy a fuel pressure tester at any auto parts for 40dls.
