Your starter relay should be in the power distribution center under your hood as in the following video. If you mean you starter solenoid, it is attached to the starter on your model. I am assuming you have the V6 engine 1996 2000 Chrysler Sebring Convertible Relays Fuses Fuzes

The starter is located beneith the engine, near the transaxle and it is attatched to the engine by 3 bolts. You need to disconnect the battery, raise the car to get at it. The 3.3 and 3.5 engines take different starters. Rick

There is supposed to be a starter relay behind drivers side valve cover, above transmission bellhousing, mounted on engine block.

I agree. It sounds like a mechanical problem in the turn signal switch in the top of the steering column. Once you pull the trim off the column, it's a fairly easy repair from there. Downside? The turn signal stalk assembly can be rather expensive in most cases. I would consider a used one or finding one on Ebay first, before calling your local dealership.

Follow the +cable from the battery. The starter is on the other end.
