Remove your alternator and have it tested at your favorite auto parts store,It sounds like it went bad,if it is and you do replace it make sure your new battery did not get drained due to your bad alternator.

The battery light doesn't mean you need a new battery it means that the battery charging system is faulty, that is the alternator and the voltage regulator, the lights are on because the system voltage is low, they will not turn off until the charging system problem is diagnosed and repaired.

Is this an ECM problem?

No, not the ECM. Replace the alternator. The ECM fields/grounds the alternator to work. The ECM monitors the voltage and sets the light if voltage is to low or to high. Since it puts out 16+ volts the ECM is still working. The regulator in the alternator is bad.

Wont start or turn over but makes a clicking sound at the shifter

when you hear a clicking sound it means your battery voltage is too low The battery posts and clamps need to be cleaned and put back together. Did you leave lights on or something to kill the battery? Or is the battery not charging? You may need a new battery and a new voltage regulator. Is the belt tight? Is the alternator producing a voltage or is it time to get it serviced or replaced? These are rhetorical questions of course.

I have a chevy 1995 hd2500 my voltage was low and the battery light had come on i put a new alternator on ;the truck but its still reading a low but the battery light is now out the truck has 2 batterery...

Check the belt tension for the alternator. Have load test done on the batteries as if one battery has a bad cell it will cause a charging problem

I have an 87 toyota pickup with a 22r carb motor. the charging and brake light came on. checked the voltage it had 12.4 volts with the motor running. i put a new alternator on it and the lights were still...

Charging voltage measured at the battery with the engine running should be 14.5. 12.5 is too low. Since you replaced the alternator, I would start checking connections. Such as where Neg battery cable attaches to chassis and ground strap between engine and frame. On a vehicle this old look for corrosion in the charging circuit cables and connections.

Low voltage at low revs

Your alternator is on the way out,replace with new or rebuilt. you can remove alternator and have it bench tested to be sure.
