Hi Kimberly, You can find a FREE user manual on line, I google (user manual for)+brand+model number .. For example: user manual for Samsung TV LE32R53B
then a web page opens and you'll find a free download there.....CHEERS..

if this a power in fuse to electric motor in the balancer then It may be a start/ run capacitor for the electric motor that has failed
have it checked and tested by an accredited electrician

If you are looking for user info to operate properly, you can likely get the info from a service like "All Data" ( alldatadyi.com ) They are an on-line service/repair manual supplier.
If you're looking for the factory manuals, I'd look on Ebay or similar sites, check salvage yards, used book stores (maybe find a store who specializes in car and truck literature) and car swap-meets are a GREAT source for manuals. Good luck!
