I also pulled the headlights assembly but the dashboard lights still stay on. My key fob battery is dead and not working.
Obviously replace the fob battery to clear the alarm and that should fix it.

Yes the key needs to be reprogramed to the car. Unfortunately that will have to be done by the dealer. Make sure that you have plenty of proof that you are the owner. They will reprogram it but you will not take posession of the car until you prove it is yours.

Check the TAILGHT FUSE. GM's unusual way of letting you know there is something wrong. Otherwise how often do you check your tailight operation. Only by another driver telling you, your tailights aren't working, would you know. Hope this helps.
