Milage indicator glows orange with truck off. When running; parking lights,center console illuminator,milage indicator flicker intermitently.Parking light relay active with lights off,intermittent.Flicker stops with relay removed. Replaced light switch,no remedy.Flickering also stops when dimmer wheel is up. It's something behind the instrument cluster as i can hear it click from time to time and the glow will go out. Then a click and issue starts again.

Like you said, battery may be flat. You can check that with a multimeter.
Next check the alternator. Faulty alternator leads to uncharged battery.

I had a similar problem on my 2001 Caravan. Turned out to be a loose connection between the frame control module and the fuse box. I unscrewed the frame/front control module from the fuse box and bent the tabs slightly to make better contact. Then tighten down the module securley. Need star driver to loosen screws

relay coil may be a bit weak and is sharing power with the headlight relay. Try swapping the relay with the horn relay or another similar one that is non-essential to operation of the car. If that doesn't work, you may have a loose wire on the headlight switch or at the relay socket.

check the connection at the light and also take a good look at light to make sure filiment is not burnt and loose, this would make light go off and on, if there good then i would start by replacing the bulb connector and then making sure the ground to lights is good, also look at the connectors for the lights make sure they are all locked in and not loose,just had one in with the same problem and found the main wiring had a connector at the bumper that was loose and would make lights go on and off, this was hidden behind the bumper and was in need of being pushed together to lock connector, turn light on and start wiggling wires to lights and see if they go out, the most common reasons are dimmer switch and headlight switch and last is the connectors at lights or wiring , the switches you replaced so the only things left is connectors or wiring. hope this helps , good luck.
