99 Saturn what ??? Starter relay , battery connections , battery cables causing excessive voltage drop . Testing the starter electrical circuits is the way to find the problem .Do the lights come on when key is turned on ? Get dim when trying to start the vehicle ? Enter vehicle info. year , make , model an engine size . Under system click engine , then under subsystem click starting . Pulling the starter relay out of the fuse / relay box an testing for B+ voltage at pin's 30 & 85 while turning the key to start would tell you if the ignition switch was good or bad .

GM anti theft doesn't cause a no crank. Bad ign switch is far more likely

Sounds like a connection problem/error. When you replaced the starter solenoid, do you remember how many wires you disconnected and reconnected?
Was there any indication ( sparks, etc) of accidentally causing a short when you replaced the solenoid?
Your initial problem of no start but hearing the click sound is almost a sure fire indication that the starter is NG. If the solenoid clicks, that means that it is applying 12 volts to the starter.

First check your fuse links, then check and see if you get current to the starter when the key is turned. If not you need to check the clutch safety switch and the ignition switch in that order. One of these switches are bad or a wire is broken.
Sounds like the module in the cluster or the sensor in the lock cylinder has failed. The module gets a signal from the lock cylinder to know if the correct key is being used.
You may need a dealer to fix this.

be sure battery is not dead. otherwise it
could be neutral switch. engage your parking brake for safety. with foot on brake, move shift selector through all positions a few times then try normal key start in 'netural'.
and then in 'park'.
friend's Pontiac Vibe had same symptoms. replaced starter. towed to shop felt over charged to install rebuilt. saw olde starter - never heard of this before. short fat copper wire from selinoid on - to starter had melted.
had oil changed there earlier. wondered if they
had cut some of this wire.
