I do not have good news for you.
According to the Gates Timing Belt guide 2002 Edition, both engines offered in the Dodge Neon are interference engines.
This means that your engine has likely sustained sgnificant valve, cylinder head or even piston damage. Have you tested the compression?
It is probably least expensive to buy a used engine, change its timing belt and replace your engine with that one.

the computer may need to be reflashed. if it is running then it is not a bad sensor. either of those being bad would cause it not to run.

The power steering and A/C belt is tensioned by a tensioner pulley. Mine went bad and was "screaming" I thought it was the power steering pump and I replaced it only to find that it wasn't the problem. I couldn't find any bolts and deemed it too much of a problem for me to replace at home. The shop had to drop the engine and transaxle assembly from the engine bay in order to get enough room to replace the pulley. The problem with many FWD cars is having enough room to work so if you have to replace it, the engine has to move because you only have about two inches of room otherwise.

you have to check drive belt driving p/s pump the belt is loose or the tensioner is not applying enough tension

Hello parker_tyler.
When you start your car it uses energy from the battery. That energy needs to be put back into it. The alternator takes a lot of energy out of your engine when it needs to charge large amperes.
That is when your belt will squeal the worst because that is when there is the most load.
There isn't much doubt that it is a belt slipping creating the squeal that you are hearing.
This could be caused from a number of issues.
On your belt there is a tensioner that is mounted on a calibrated spring that is supposed to keep the proper tension on the belt, if it is weak it may be allowing the belt to slip.
Old drive belts can also get hard and impregnated with debris that won't allow the belt to grip the pulley the way it should.
Pulleys out of line with one another will allow the edge of the belt to ride up the outer part of the pulley causing a noise.
Next is the pulleys themselves if the bearing they run on is defective can strain the belt to the point of slipping.

To sum it up I will tell you what I would do in my shop.
First would be to check the belt and tensioner.assembly.
Then check pulleys and their bearings and alignment of them.
I would also check your battery to verify it is capable of holding a charge, just in case.

It will be the one that's connected to a v-like arm. It will have a square notch in it to insert a belt tool or ratchet. I hope this helped you out.. MIKE-
