Are you talking about the starter relay? There are gauges that measure the juice needed to spin the starter. This way you find out if the starter is bad. Some major autoparts stores will test for free.

What would cause the engine to not turn of when removing the Ignition key on a 2003 Navigator.

sticking relay contacts in the PCM power relay , maybe . It's located in the central junction box . That is the inside the vehicle fuse box. That relay supply's power to the engine computer , ignition system , fuel etc.... If the contacts are stuck closed or sticking the engine would keep running with key off .

How do you replace an ignition switch in a Lincoln Navigator?

Don't believe it would be the ignition switch. It sounds like the starter relay may be stuck in the on position. Find the starter relay and pull it out. One terminal would be hot at all times-use a test light grounded to engine block and probe the relay terminals. Should only have one terminal showing power. Now have someone hold the key in start position. Now you should have two terminals showing power, and when key is released to the run position, the second hot terminal should stop showing power.
If it works like this, try a new relay, or a known good one. If second terminal still shows power without key being in start (cranking) position, then it may be the ignition switch or the wiring and connections between the switch and the starter relay.
You will keep burning starters out till fixed. Starters that are run more than a few seconds at a time will get too hot and burn out.

2005 lincoln navigator,112,000 miles no start in shop 4 times in last six months ,full power for everything nothing when key turned... mech replaced starter second time relays 3rd time relay panel in...

check the relay #303 if its burned or damaged and you can buy it at an auto parts if that relay is not the problem check the rest of the relay just to make sure they are working properly hope that this can help with your problems

There is a relay switch in each door. It is the relay in one of the the driver side doors. The switch is going bad.
