The linkage from the motor to the wheel shafts has come loose and the whinning might be the motor trying to turn over but linkage is stopping it.
1) Most likely.
Your starter is an electric motor, with a gear on one end.
Mounted on that same end is a part called a "Bendix" or an "overrunning clutch".
When that just mentioned part fails, the starter will not engage the flywheel, and you will get the noise of which you spoke.
2) Less likely.
If your timing belt fails, he engine will turn over at a high rate of speed, but it will not start.
God bless your efforts.

One of your drive belts, to confirm when its making the noise use some water and pour on belts if noise goes away. Then one of you belts either needs adjustment or needs to be change. Good Luck. If i fixed -ya leave me a fix-ya comment. thanks

Seems like a drive belt problem, to confirm pour some water on belts the noise should go away or may get louder for a second. If either happens the belt or belts needs to be adjusted or replaced. Good Luck, If I fixed ya, leave me a FIX-YA comment thanks
SOURCE: High pitch noise when turn key to start / engine not turning over
Check your battery first. Cold weather does horrible things to car batteries... if it's more of a grinding sound I would say that your starter gear is bad. I believe they call it a ring gear? I had a similar problem with a kushman scooter that I use to deliver snowcones through the neighborhoods. It has teeth that need to engage and if those teeth have been grinded down it will have a hard time engaging....

There may be a small hole or cut in a vacum line or possibly just loose. Also make sure the air filter box and the big hose to it are secure and clamps etc are tight. Pulleys and belts can make a high pitch sound also.
SOURCE: wont start funny clicking sound when i turn the key ???
Hi!!
The clicking you are hearing, is the sound of a weak battery, Jump start the vehicle and take it to an AutoZone for a Charging System check.
Good Luck!!
