If the fan doesnt run with the A/C on then something's wrong. Fan will run intermittently but not necessarily permanently with the air conditioner compressor running.
This fan is more tham likely the a/c fan. the reason you only get cold air when moving is bcus air is rapidly flowing over the condensor when the car is moving. when at a stop the fan should compensate for the lack of air flow. This is most likely the place to start, the fan circuit and components.
Either you are out of coolent or the compressor is not working.
First check the fuses, then lift the hood and have a friend turn the air on. The compressor should cycle, if not take it to a mechanic. If it does cycle you are low on freon, take it to a mechanic for a system charge. Make sure they check for leaks first.
