The turn signal and hazards are on the same relay. Check that first but most likely the selector lever has a bad connection. It's a fairly simple and cheap fix.

many system require a direction for the hazard lights to work

That is the international icon for hazard lights and the direction indicator / level near the steering column is what puts all 4 indicators on to act as hazard lights

test your brake switch located on the brake fulcrum. you can unhook the wires and usea paper clip to connect the two wires together if the brake lights come on then replace the switch, if it does not come on and the bulbs are ok then replace turnsignal switch.
