yes you can. the head light switch come out real ez it un plug on the back side .and the cluster come out in one pices

Hi, I am Ron,,,look for breakers,not fuses,dont know what it looks like on this model,but they fit in where the fuses are and may be black solid color,or bright shiny like a rectangle box,You will have to pull these breakers out and check with a continuity meter or in other words check to se if connection between both blades are together or not.If the blades do not have continuity between the two blades,then the breaker is bad,If I can help any more contact me [email protected]

You know,i had kind of the same problem with my 2000 f150,just incase you didnt check this,look under the dash at the bottom of the steering column,there is a bracket that bolts on with 2 torque bolts at ( t-25 or t-30) the shift cable connects to that bracket and when it loosens up it wont go into park or if loose enough it may not shift to reverse either.An easy way to tell if its loose is if the shift lever feels loose or real easy to move.Also at the transmission where the shift cable connects there is a plastic holder with groves on it for adjustment,dont try adjusting it but inspect it if its loose or broken,if you try adjusting it then its tough to get it back where it needs to be for all the gears to work with the shift indicator tab,about it not starting,that may have to do with the safety neutral switch on the transmission,but double check the linkage to make sure its really tight before worrying about that switch,im not always on line these days but i will help more when i can.Good luck

I believe it will fit. If you go to DiscountTires.com you can use their site for alternate tire sizes. Especially handy is the feature which shows you the Speedometer error for different size tires. The site will also show you recommended and popular substitute tire and wheel sizes.
The 1999 model had a 265/65/17 as an alternative. You may want to ask the Tire store you intend to use if they can reconfigure your Speedo to be accurate. Some of the Fords can be done electrically without changing Speedo gears.
I did something similar by going from a "60" series to a "65" series in the same width. On my Grand Marquis, I gained 5% mileage improvement, but have to watch Speedo until I get it reconfigured. I hope this helps to answer your questions.
