Runs fine in warm weather no missing, good mileage, had to put heater under oil pan for a couple hrs. yesterday and tried jumping for several hrs. finally started and ran as it should. Had new battery installed just to be safe. Again this morning -18 below cranks and tries to but won't start.
May need to put in a fuel additive, sounds like a fuel line or filter is partially freezing. Worth a try. Good luck!
Forget fuel additives unless it's a diesel. If it's a diesel, push/tow the car into a closed place which where it is not freezing. Let it there for overnight, or at least for 4-5 hour. The warmer the place the better. Again, if it's a diesel. Pour in diesel additive which helps the diesel fuel not get "clogged". Most diesel fuels are exactly calibrated to -20 degrees celsius. So maybe it was a bit colder and that's the reason.
If it's a petrol engine, there must be another problem.

I had a similar problem and believe it or not it was the CAT. An easy way to test for this is to remove the O2 sensor right in front of the CAT. Once you removed it, plug it back in while unscrewed from the exhaust pipe and start up the truck. If it runs fine, the CAT is your problem. This is just a guess and it would be an easy and very cheap($0) test. You did not say if the truck was diesel or gas. Mine is gas that was exhibiting the same problem as yours...good luck!

go to an auto parts store and get an electcic dipstick heater . remove your oil dipstick after parking car for the night.install electric dipstick preferrably while engine is still hot plug it in at night .this will
help keep the oil warm and also the block after car starts unplug heater remove it and install original dipstick. this is the easiest to install but there are also block heaters

A very common problem on the 99 S10 is a leaky fuel pressure regulator in the intake plenum. What happens is when the truck sits for a few hours or more the regulator leaks all of the fuel in the fuel injection system into the intake air plenum. This does 2 things, 1 it has no fuel pressure when starting and 2 it floods the air intake with raw fuel. Sometimes if you turn the key on wait 3 seconds then turn key off then turn key back on and just turn key to crank starter for a split second and wait 3 seconds.do this 3 times to repressurize fuel system then crank to start(you will hear fuel pump buzz each time you do this.also you may have leaky fuel injectors. Try to crank engine with the gas pedel to the floor. This will tell the computer to stop spraying fuel trhough the injectors and it will start. Joe ASE Master Tech
