It is below the power steering pump pulley, there is a nut in the middle of the pulley that you loosen and then loosen the tensioner bolt to move the pulley away from the belt.

The check engine light/service engine soon (yellow light) comes only when the computer control unit (called the PCM) senses a fault in the electronic controls of the engine and/or the emission system u will seldom feel the car engine run any different, there are about 200 possible faults that turn the light on, to know what has developed a problem you must have the system tested, this is called an OBD2 fault code test, Kragen and Autozone parts stores do this testing for free.

Looking at the motor from the front it is on the right hand side , it is down pretty low so it is hard to see it , always check fluid when hot and the van is on level ground and is running also

Below is a picture of the location of both O2 sensors for your vehicle. Also the last picture is your evap. system. In the "dotted lined" area I would check for rotten or lose hoses in that area as well the vapor pressure sensor could be faulty as well. Hope this helps.
P0431 Warm up catalytic converter, bank 2 - efficiency below threshold
Possible causes: Catalytic converter, wiring, HO2S 2
Usually caused by worn out catalytic converter, but always check fuel pressure regulator for proper operation before replacing a converter.
P0446 Evaporative emission (EVAP) system, vent control -circuit malfunction
Possible causes: Wiring, EVAP canister purge valve, ECM
May be caused by a loose or disconnected wire to the vent valve or possibly a bad valve solenoid
