Adaptive Front Headlamps you have a switch that you can manually turn on and off. Light on dash will come on when the system is commanded off.

no engine told ,not even gas (petrol) or diesel (28 total) OMG lots.!
engine size not told so there is no answer possible.
on Petrol the ECU/PCM modulates injectors.
diesel is many answers for 37 years, may diesel pumps or diesel ECU.

Afs mean lexus

Switch labelled 'AFS OFF' is down near the fuel door release.'AFS' means Adaptive Front lighting System (at night with the Bi-Xenon headlights) it swivels either side, pressing that button means they stay pointing straight ahead and don't turn when you turn the steering wheel. You need to push the button again to turn the AFS back on.

Yes, it can be completely normal, engine idling RPM's will have various factors that affect them such as temperature, altitude, oil level. In all cars the RPM's will change when the compressor for the AC is activated.
