It sounds like you might have plugged EGR passages. When the EGR valve opens, it should allow a measured amount of exhaust gases to re-enter the cylinders. This dilutes the air/fuel mixture to reduce certain emissions. When the computer tells the EGR valve to open it watches for signs that there is the proper flow of exhaust back into the cylinders. If it does not see the proper flow of exhaust, it sets a code P0401- EGR insufficient flow detected. The problem is sometimes the EGR valve itself, but since you replaced that, it is likely that the passages that the exhaust flows through have become plugged up with carbon.
To clean the carbon out, you can remove the valve and start the engine. With the engine at operating temperature, pour a small amount of combustion chamber cleaner into the passages. Don't pour too much in or you could cause a hydraulic lock in the engine which can cause major damage!!!
Be super careful when doing this as combustion chamber cleaner is extremely flammable and you are working with a running engine. You don't want to end up on fire!!!

Does it misfire under load like when you press on the gas peddle after slowing down then accelerate or at idle. When you say spark plug did you mean all the spark plugs?

Very common Transmission code - solution # 1 check to be sure Fluid is full . If not trans code sent plus will turn on check engine light or service engine soon . # 2 be sure condition of fluid is Good / Not worn out . Fluid must be Red / Reddish in color Cold and When hot- warm still have red / even lighter than when cold .# 3 if a higher than 50,000 mile car used in heavy rush hour traffic during hot weather then change fluid to give it fresh oil / Trans will fight heat better and save you a $$ 2000 repair bill . # 4 most important of all you can save a Trans by adding Lucas Trans treatment it is $ 20 some places but well worth $$ to extend life of vehicle if one in need of saving $$ .This can even be added to existing fluid if color is still reddish .

I have a 99 monte carlo with a 3.1, the check engine light came after I had changed the wires and plugs about a month ago, the code came back as p0401 egr insufficient air flow,I bought a new egr, gaskets,...

Remove the air tube to the throttle body. Open the throttle all the way and look inside with a flash light. You are looking for a lump of carbon at the egr port int the intake manifold.

Remove the egr valve, using a hanger or stiff wire, clean out the egr port removing the carbon from the intake manifold.

2002 ls monte carlo "shudders" between 2,000-2400 rpm.....

My monte carlo would hit 2nd gear and bog down and not shift properly until it got to the last gear. I had the catalytic converter replaced and that fixed that problem. (It also created another, but not near as bad)
