Go to ford.com/ownersmanual. This will tell you which fuse to pull. I doubt it is the fuse though. Horns and plugs for the horns are most common failure.

Thank you I had the same problem. My connector was also loose on my 2012 Focus. It was on the passenger side beneath the headlights. I reached through a loose splash guard and pushed it back in and whala.
On the passenger side. You have to remove the lower cover to access them. But before you do that , find the horn relay. pull it and jump the two big pins in the box. If the horn works, it's either the fuse or the part in the steering wheel. Owners manual will tell you where and what fuses and relays are.
ford focus 2010 - fuse box located underneath glove box passenger side. two black turn screws - turn 1/4 turn to release white fuse box. Cigaretter lighter fuse is fuse number 109 (difficult to see as white text on white box!!!)
Fuse is 20A fuse located first left on second row as indicated in diagram.
