How do you reset the powerwindows lock out on a 1995 windstar with a 3.8 engine

I don't think it can be reset.
If the light is on, the system is not accepting the code in your key.
Could be a faulty key, or the sensor in the lock cylinder.
The actual module is inside the instrument cluster.

down to check tap with screwdriver it should click wit a spring sound. must b pressed down to engage fuel pump

That means that your car is trying to tell you something. Take it to a shop where they can retrieve codes and let you know what the problem is.

if your engine light is on take it to auto zone or advance auto they will plug into the engine it will then send a code and tell you what you need to do hope it works out.

In the Passenger Fuse Box, check the position 33, 5AMP for Power Windows / Lock Ilumination (page 127 and next) from Ford-Taurus-Owners-Manual

check the connections and power to the starter solenoid----but other problem---[[[u also installed a non computer compatible engine 95 obd - to a--98 obd ll system the computer if still hook up may not be recognizing the 95 engine components ]]]]

Hi have you checked the fuse box to see if any fuses have blown as that is the most likely cause of the problem.

bad news, 1995 ford windstar transmissions fail extremely frequently at about 60000 miles, I would not waste money in a transmission flush as it will most likely not correct the problem. It is a dsign flaw, the transmission cannot handle the torque of the 3,8L engine and the 700Lbs of added weight of the windstar body.
I'd just use it untill it fails...
