Starting 1998 Ford Crown Victoria

I have let my 1998 Ford Crown Victoria ''sit'' for 6 mos. It will not start and several people have said it is the starter or solenoid. You can hear it click when trying to start. I cannot locate the starter or solenoid to repair it. Is there a way to ''test'' the starter to first see if it needs replacing?

Try a jump...if still clicking...then replace starter/solenoid together. the solenoid is mounted on the starter.....but they both come when purchasing a new or rebuilt starter .....and a better deal eliminates both problems.....o the starter is located at the flywheel area....GL
