The cooling fan is controlled by the coolant temperature sensor near the thermostat, and when it senses too high temperature of the coolant, it operates the fan relay.
Check the fuse for the cooling fan, the cooling fan relay, and the fan itself for proper operation. You can use a multimeter to see if power is getting to the sensor. If not, and you find the fuse is good, then you'll have to find the break in the wire.
The Owner's Manual has a diagram in it. If you don't have that, then a repair manual (a Chilton's or similar will do fine) has it, too. Most dealerships can print out a fuse panel diagram for you, or you can do a Web search for "1999 Contour fuse panel diagram" and you will find a number of them.
I live in Australia & I don't fully understand the term " daytime running lights " but high beam & low beam lights are on separate fuses as is the parking lights so you probably have a blown fuse, check all the fuses in the fuse box......hope this helps......cheers.
Check in Power distribution box (engine compartment) position R3 for Air Conditioning...
A blown fuse can be identified by a break in the wire. All fuses are a push fit.
In Passenger Compartment fuse box... five reserve fuses with different current ratings are attached to the inside cover of the power distribution box in case of emergency fuse replacement. Check R14 for Heater blower motor...
Somthing doesnt sound right here, someone must of installed a bigger fuse than whats called for, i would have the system checked to see why its drawing so much amperage, you will need to remove the fusebox and chase that wire, you want the ac side of the wire not the hot side, if you are reusing the power wire then okay chase them both, but you will need to chase them into box, use an ohm meter with a continuty test on it to locate the right wires,okay i just found a wiring diagram, the fuse is on the driverside fuse box , okay the wire you are looking for is violet/purple and this is for fuse location #37 which holds a 30amp fuse,the other wire is a power wire and should be red,note there are a lot of hot red wire so try to use the same one by chasing it.
There are 2 fuses,left and right, so I dont think both could be out? fuses. 33 and 35. make sure they have power on both sides of the fuse. If one side has power, its blown, if no power, the headlamp switch is bad, or bad connection. The RED/BLACK wires coming out of the headlamp switch go to those fuses. 33-35
